President and Chief Executive Officer
In October 2013, Rupen Pandya was appointed President and Chief Executive Officer of SaskBuilds, a Treasury Board Crown Corporation with the Government of Saskatchewan. Rupen leads a team responsible for advising the Saskatchewan Government on infrastructure priorities and alternative financing solutions for large and complex capital projects. SaskBuilds is currently managing a portfolio of projects totaling approximately $2 billion.
Previously, Rupen was the Assistant Deputy Minister responsible for the Labour Market Development Division with the Ministry of the Economy, and the Assistant Deputy Minister for Immigration with the Ministry of Advanced Education, Employment and Immigration. In these senior leadership roles, Rupen was responsible for provincial labour market agreement negotiations as well as developing the province’s immigration and labour market strategies. Immigration, which accounts for more than 65 per cent of Saskatchewan’s population growth, is central to the province’s long-term growth planning.
With almost 20 years of public service in Saskatchewan, Rupen has extensive professional experience in infrastructure procurement, advanced policy development and implementation encompassing: labour market policy, post-secondary education, housing, social services and intergovernmental affairs.
He holds Bachelor and Master of Arts degrees from the University of Regina. Rupen was raised in Regina where he resides with his wife Terri and two young daughters.
